Line Capacity

When i reel is marked with a certain line capacity at what line level is that capacity taken?
ie a mag elite carrys 200m of .38mm line but at which height relative to the spool. I know that a lot of these reels are used on the casting field so i must presume that the capacity can actually be more than that.
